It is most likely because your browser is blocking pop-ups.

When clicking “Add Balance from PayPal” → Transfer, your browser should either open a new tab, directly taking you to PayPal, or show you a pop-up.

You may need to temporarily disable your ad/pop-up blocker or enable pop-ups in your browser settings — please see instructions for Google Chrome users here.
